Collins will come off the bench, while Burton has been picked to play in the centres ahead of Graham who will sit outside Jack Wighton on the wing.
Cleary takes Daly Cherry-Evans spot at halfback, while both Martin and Yeo will take their places in the backrow and at lock respectively.
Cherry-Evans remains in the side as 18th man, while Cowboys young gun Jeremiah Nanai has been named as 19th man.
Meninga explained this clash will also serve as a selection trial, hoping to finalise his side moving past the group stage.
“It was ideal for the Grand Final players to have a rest in the opening game, and I’m looking forward to seeing them play against Scotland,” Meninga said in a statement.
